The proposed solution involves:
- a public education programme to control the increasing amounts of waste being produced
- early introduction of a "three stream" collection of organics (biodegradable waste such as food and garden waste), dry recyclables (like paper and cans) and residual wastes (waste that can not be recycled) to be provided to all suitable households in Eastern Region
- dry mixed recyclables to be sorted at a materials recovery facilities and segregated organics to be treated by in-vessel composting or digestion, to be introduced before 2005
- windrow composting of garden waste collected at the civic amenity sites by 2005
- extension of existing bring recycling site and improved facilities at civic amenity sites.
- sorting of residual kerbside collected wastes from those households not suitable for a three stream collection, to separate organics for processing at a biological treatment facility after 2005
- a review of the need for thermal treatment for the remaining balance of residual waste to ensure that the challenging targets of 2020 are met
- residual waste and residues from waste treatment processes will continue to be disposed of to landfill
