Operations
Arc21 is governed by a Collective Agreement signed by all eleven Councils. The Collective Agreement details five principles that are the foundation of the collaborative approach. These principles are:

• Principle of Consensus
• Principle of Limit of Delegation
• Principle of Functional Responsibilities
• Principle of Equitable Shared Funding
• Principle of Equal Committee Representation

The work of arc21 is conducted through three intrinsically linked components-

• Joint Committee
  This is the major decision making forum and comprises of twenty two elected member. The twenty two elected members consist of two from each of the eleven constituent Councils.

• Working Groups
  The Joint Committee is supported by a number of working groups involving Officers. The most significant working group being the Steering Group upon which all Councils are represented.

• Staff
  The Joint Committee is serviced by the arc21 Staff whom also actively participates in the various Working Groups.
